The retro, galvanized decor lacks warmth, but with barely a speck of dust anywhere, it\'s obvious the owners run a clean and efficient ship. More important, they aim to impress with a happy hour tapas menu on weeknights and formal dinners on Friday and Saturday. <br>\n  <br>\n  After a quarter century at the previous spot, the remodeled Spain is nestled on the ground floor of a three-story building dating from the 1920s. The restaurant brings culinary relief to the war zone of downtown Tampa , which refuses to support, much less attract, a vibrant night life. But with the delicious array of tapas selections and a refreshing homemade sangria, the Spain could quickly become an evening hangout for the working class. <br>\n  <br>\n  Owner Maria Castro, who was born in Galicia , already caters to a lunch crowd that gobbles up such tasty dishes as sauteed grouper, baked chicken and roast pork. She also cooks simple breakfast specials, guava pastries and something Tampa coffee lovers can\'t get enough of: cafe con leche and cheese toast. <br>\n  <br>\n  The menu includes more than two dozen hot and cold tapas, ranging from $3 to $8 and traditionally nibbled on over a glass of sherry. A good start is the Pulpo a la Gallega, a simply prepared octopus in olive oil, garlic and paprika; or Chorizos al Jerezcq, sliced sausages in a rich wine sauce. A cool glass of sangria offsets the spiciness of the chorizos. <br>\n  <br>\n  The Tortas de Cangrejo, crab cakes with chutney, are appetizing if small, and the Pollo Villarroy isn\'t the expected order of chicken tenders but a single tender that for $5 is barely a mouthful. Cold tapas worth biting into are the Ensalada de Atuncq, white Spanish tuna with capers and mayonnaise over greens; a piquant ceviche; steamed mussels with vegetable vinaigrette; and Espanolas Curtidas, a mix of serrano ham, manchego cheese and Spanish olives. <br>\n  <br>\n  The restaurant brings out formal tablecloths on Friday and Saturday nights, and serves entrees that include a house salad, rice or vegetable, and bread. The paella is the big ticket, chock-full of clams, mussels, scallops, shrimp, chicken, ham and chorizo. The <br>\n  <br>\n  kitchen cooks a plain but generous Grouper a la Russa with a <br>\n  <br>\n  vegetable sauce, and a more aromatic crabmeat-stuffed grouper with lemon. <br>\n  <br>\n  Other traditional dinner choices are Seafood Crepes in white sauce; Beef Tenderloins with onions, mushrooms and sherry; Pork Medallions with mushroom sauce; and the ever-present Arroz con Pollo. <br>\n  <br>\n  We can only hope the Spain takes hold and keeps more people downtown after dark. It is lit by 20 hanging pendant lamps, and on weekends nights, votive candles are on the banquettes. <\/p>\n<p>&nbsp; <\/p>\n<img name=\"image5\" src=\"..\/images\/StPeteTimes2.jpg\" width=\"345\" height=\"208\">\n<p> The new sparse white decor is punctuated over the bar by a canvas in red and yellow, the colors in the Spanish flag.<\/p>\n<p>For the lunch crowd, it seems a minor change.<\/p>\n<p>They have to walk another 70 steps and around a corner, but then they tuck into plates of boliche, chicken and yellow rice, or freshly flattened Cubans, as they did long before working lunches were eaten over cell phones.<\/p>\n<p>Maybe patrons of Spain Restaurant and Toma are so used to great modern design that a restaurant this sharp is as common as black beans around here. As if.<\/p>\n<p>Calling this place the new Spain doesn\'t begin to describe the change, except in the sense of newness that burst out across the Atlantic when the Franco era ended. We haven\'t seen a Spanish or Cuban restaurant - actually, almost any restaurant - so smartly designed in decades.<\/p>\n<p>Architect Ken Garcia\'s exuberantly modern design is white, white walls, tables, ceilings and lights, but that tone-on-tone doesn\'t conceal the sleek shapes of the chairs or the endless arches and columns. And within all that white are bright blocks of red and yellow, the colors in Spain\'s flag, over the all-white bar. The view from the street is framed by two flower boxes of green pencil-thin bamboo shoots. A single stalk of red ginger adorns a restroom.<\/p>\n<p>The scene is especially stunning at night, when canvas is drawn over the cafeteria lines for the after-work crowd on weeknights and later diners on weekends. The restaurant is lit by 20 pendant lamps in orbit over the dining room and dozens of votives on the banquettes. You may see it as Bauhaus severity or be delighted that someone skipped cobalt blue for once. Either way you\'ll think you\'re in another city: Miami? New York? Madrid? Barcelona? It\'s that sharp.<\/p>\n<p>But don\'t let the whiteness fool you. It\'s more like museum white, there to show off the color and warmth of real food, such as Spanish ham, hot sausage in sherry, Spanish white tuna and sardines, and Spanish omelets on bright blue Talavera ceramics and dark brown clay cazuelas. Add a glass or carafe of modest wine and you have an idea of what tapas is about, a way for city folk or small-town citizens to hang out.<\/p>\n<p>Some tastes are served on crusty bread, as they were when bars first served tapas as a way to keep flies out of the wine (let \'em eat ham). When you can think of a taberna and the contemporary bar space of Toma together, tapas have proved their longevity.<\/p>\n<p>Tapas comes in more forms as well, with the extra flavors of Galicia that the restaurant\'s Castro family salutes as much as it does Spain. That rugged region on the northwest coast of Spain, which gave Tampa so many gallego ancestors and a hearty caldo of their soup, is also fond of seafood. So there\'s a big tray of of grilled heads-on shrimp in salt and lemon sauce, cold octopus in olive oil and garlic, and mussels in a parsley-green salsa verde.<\/p>\n<p>All are invigoratingly simple, yet I also succumbed to a small dish of scallops done in a cream sauce with manchego cheese. Too rich, my conscience warned, but so what. It\'s a small dish, and the scallops were good-sized and not overcooked.<\/p>\n<p>Besides, how can you eat in a Spanish restaurant and not get creamed by bechamel or mayonnaise at least once? If you want more, try seafood crepes.<\/p>\n<p>The only disappointment in seafood was fried calamari, done in a sweet, soggy batter you\'d use for hush puppies (and croquetas, too). Paella, even as a $7 tapas, had plenty of seafood; the flaw was the rice - yellow, yet soft and flavorless.<\/p>\n<p>There are meatier tapas, from pork rollitos to hearty classic Spanish tortillas, a rustic omelet of egg potato and onion you can almost eat with your hands. Don\'t bite on empanadillas; these little pies seemed to have more fried dough than meat filling.<\/p>\n<p>For entrees, some tapas can be supersized; others range from familiar chicken and yellow rice to weekend specials. Here are the most mmmmmarvelous of 2004 - the ones that prove themselves on the plate, where it counts.<\/h4>\n<p>By CHRIS SHERMAN, Times Food Critic<br>\n  Published January 13, 2005<\/p>\n<p>The most important ingredient in the kitchen may be the hardest to find in modern restaurants: human skill. Although new chains and independent restaurants open in flashes of burnished metal and cobalt blue daily around Tampa Bay, fine chefs, good cooks and bakers are still scarce.<\/p>\n<p>More often, menus and recipes are written in corporate kitchens, ingredients ordered by the truckload and expensive talent hired for the decor scheme, not the vegetable medley.<\/p>\n<p>Too bad. <\/p>\n<p>The hands and knowledge, the wit and sweat, the burned fingers and fried nerves of chefs, line cooks and counter crews who do the cooking define the best taste of our restaurants. <\/p>\n<p>They can be as sophisticated and precise as Daniel Chong, a sushi master whose palate is as sharp as his knife and as wickedly imaginative. If you know only supermarket sushi, you have not met the elegance of bluefin tuna or ethereal white tuna of Hawaii, the gentility of monkfish liver, the lush beauty of Hokkaido scallops or the purity of a whole bay flounder. <\/p>\n<p>After decades, Chong is wise enough to treasure these flavors. For Kiku Japanese Fine Dining, he finds these rarities and presents them with respect, only a little lettuce here or a sprinkle of tobiko there, always in the right order and with the right sake, cold and dry.<\/p>\n<p>This is the delicious lesson a sushi master and all the best chefs teach - a human respect for the work of cooking and the pleasure of eating.<\/p>\n<p>A few local chefs have the Cordon Bleu savoir faire of Chris Ponte, who trained in New York and Paris. At his Cafe Ponte, he sauces with polish, values simple English peas and adds an exquisite dash of sea salt to a bite of chocolate.<\/p>\n<p>Sometimes, the savvy is in the wine buying, as with Rodney and Jennifer Carr at Crystal River Wine &amp; Cheese Co. Or it could be in the ancient baking skills that Alfredo Goncalves brought from Lisbon and works into his dough at Bon Appetit Bread. Or the barbecue savvy of the pit crew at First Choice Southern Bar-B-Que, the duck smokers at China Yuan, and the old country fusion of a Vietnamese sandwich on French bread at Thuy Cafe. Or maybe the guy who throws out bad tomatoes at Dockside Dave\'s.<\/p>\n<p>But we need more of these, and they need better rewards from their bosses and the public if Tampa Bay is ever to have a big city menu that draws new chefs and encourages young ones to stay.<\/p>\n<p>If you imagine a restaurant kitchen as a place where culinary poets rhapsodize on flavor fantasies, dream on.<\/p>\n<p>What good chefs and cooks contribute daily is more important than fanciful menu descriptions. The first is finding good ingredients - and rejecting the bad. The second is knowing how to cook them.<\/p>\n<p>That shows up on the plate and is the work of the kitchen, not the designer or ad director.<\/p>\n<p>Although the restaurant scene seemed stagnant in 2004, it only tasted that way. There was plenty stirring the pot.<\/p>\n<p>Chains, homegrown and imported, added the most tables. Mama Fu\'s and Paul Lee\'s opened the first local branches of their new-generation Chinese with heavy takeout accents. An Orlando group rethemed the Samba Room in Old Hyde Park Village from retro Havana to the retro Chicago Timpano.<\/p>\n<p>Dinner malls added chains high and low, from Bar Louie or Champps at International Plaza to the Signature Room Grille at Channelside. Also at Channelside, the wacky themesters from Stump\'s have done their most imaginative work so far in Sally\'s Alley and Tinatapa\'s. Local operators also kicked off RattleFish, Grillsmith and Courtside Grille with more flair than flavor.<\/p>\n<p>More chains are on the way this year with Chipotle Grill bringing more burritos to St. Petersburg\'s Fourth Street N, and Capital Grille installing high-end steaks at the gateway to International Plaza.<\/p>\n<p>Not surprisingly, some favorite old independents and brave upstarts did not survive the year.<\/p>\n<p>Stone &amp; Prichard\'s Elegant Bistro, a bold effort at a gourmet steakhouse in downtown St. Petersburg, failed. The MacDill Avenue stretch of South Tampa dining lost Palio\'s, Lola Jane\'s Crawfish Inn and, a personal favorite, La Fonda.<\/p>\n<p>Yet heart-warming and palate-pleasing cleverness did spring from independent brains: a restaurant in a music store John Cusack would love, a reborn soul food restaurant in Safety Harbor, a New Mediterranean bistro in St. Petersburg and a wine bar in Citrus County.<\/p>\n<p>Local heroes thought big, too. Armani sous-chef Massimo Patano struck out on his own, taking uptown eclecticism to Palm Harbor. Pane Rustica moved into breathtaking new space with plans for daily dinners. And flavor stylista B.T. Nguyen has closed Yellow Door in preparation for her next and biggest project, Old Hyde Park\'s new glassy anchor.<\/p>\n<p>Less noticed but much appreciated is the spice and energy of immigrant entrepreneurs who have added south Indian idlis and dosas, Bosnian bread and basturma, Colombian banderas and feasts of the Mideast. And, of course, our long-standing main course, low-cost and home cooked black beans, Cuban sandwiches, and chicken and yellow rice.<\/p>\n<p>Next year should see continued diversity and growing sophistication in downtown St. Petersburg and, possibly, improvement and realignment at BayWalk. Indian dosas, Hawaiian barbecue, Spanish tapas, fresh sushi, Portuguese, Colombian and Moroccan dishes are more available than ever.<\/p>\n<p>Plenty is missing, as anyone who travels outside the Tampa Bay area knows: simple rustic Italian places, seafood restaurants that serve fish more local than salmon, casual bistro French, fresh-flavored Chinese, and steakhouses that pick sides as carefully as meat.<\/p>\n<p>More of that kind of cooking requires more chefs and cooks - and more customers. For 20 years a dedicated core of fine chefs and generous cooks have given us their best.<\/p>\n<p>Here\'s Tampa Bay\'s best of 2004. One sign of success: Co-owner Fred Castro is trying to develop six apartments above the restaurant and has received nearly 100 calls.<\/p><\/td>\n  <\/tr>\n<\/table>\n<p>DOWNTOWN - The sound of the old TECO parking garage being demolished comes as a relief to city leaders and downtown business owners eager to revive the city\'s urban core.<\/p>\n<p>From the rubble will rise a 380-unit condominium tower built by Atlanta\'s Novare group and Tampa\'s Intown group, signaling the arrival of living, breathing, eating, shopping people who will turn downtown into a bustling, around-the-clock neighborhood.<\/p>\n<p>Construction on the 32-story tower will begin this spring and last until late 2006. Demolition began recently and Novare plans to open a sales center in the Colonial Bank building on Tampa Street in early March. Units will range from $175,000 to $350,000.<\/p>\n<p>Already, developers have fielded calls from downtown office workers and people who want to move to Tampa, said Greg Minder, one of the project\'s leaders.<\/p>\n<p>That\'s good news to the city and business leaders banking on downtown\'s wakeup call.<\/p>\n<p>&quot;I have a bet with someone that we\'re going to be able to drink a beer in an outdoor cafe on Franklin Street in the next 18 months. So I have a deadline,&quot; said Christine Burdick, president of the Downtown Tampa Partnership.<\/p>\n<p>In the past 18 months, a handful of restaurants and businesses have opened on the north end of downtown. Owners and government officials say they want to duplicate what has happened farther south in the Channel District, where several condominiums are planned and the clubs and restaurants at Channelside pop on weekend nights.<\/p>\n<p>The Novare project is a major first step, they say.<\/p>\n<p>&quot;Here you have this residential tower that would just breathe 24\/7 life into all that is being planned there,&quot; said Mark Huey, the city\'s director of economic development. &quot;There\'s a lot of interest by the development community, and it\'s really being fueled because there\'s a lot of interest by residents who want to live in our downtown.&quot;<\/p>\n<p>Farther north, all 21 units at the Arlington, under construction, have been sold, and nearly half of the 40 units at the Residences on Franklin Street, now in the permitting stage, have been presold.<\/p>\n<p>Fred Castro and his sisters own Spain restaurant, which moved from its longtime location on Twiggs Street to Tampa Street last year. Castro\'s trying to develop six apartments above the restaurant and has received nearly 100 calls. His only form of advertisement: a small sign posted along the street.<\/p>\n<p>Nearly 4,000 residential units are planned for downtown between the Channel District and the north part of downtown.<\/p>\n<p>Until they materialize, restaurant owners say they rely on events at the Tampa Bay Performing Arts Center and Tampa Theatre to draw customers. The Jerk Hut on Twiggs Street fills up on Friday nights for live reggae music and a free buffet. Last week, after being open for only four days, Franklin Street Sushi served nearly 60 people on Friday night. <\/p>\n<p>Tom McCrimmon, co-owner of the sushi restaurant, said he chose the spot because it\'s between the Tampa Theatre and the Hub bar, not because of the planned residences. Once he heard about the proposed developments, he figured he\'d made a good move.<\/p>\n<p>&quot;We thought, wow, we picked a good time. We got in on the ground floor,&quot; McCrimmon said.<\/p>\n<p>For now, though, downtown streets go quiet once the workday ends.<\/p>\n<p>&quot;It\'s like<em> Salem\'s Lot<\/em>. The whole town clears out at dusk,&quot; said Fritz Scheller, a lawyer in Tampa who lives in St. Petersburg and eats dinner about once a week at Spain. &quot;It\'s really sad.&quot;<\/p>\n<p>On a recent Thursday night, he was one of a handful of diners at Spain, which added dinner hours after the move. <\/p>\n<p>The restaurant does better business on weekend nights, but Castro said he\'s counting on downtown residents to take it to the next level. <\/p>\n<p>While Scheller ate tapas at Spain, three parties dined at Got Pizza, which opened on Franklin Street about six months ago. <\/p>\n<p>Scott Barnett, a Tampa lawyer, regularly grabs dinner there before putting in a late night at the office. He has high hopes for downtown\'s future.<\/p>\n<p>&quot;They\'re building residential. Things are happening. It\'ll get better,&quot; he said. &quot;It\'s not like downtown St. Pete, which to me is the hidden jewel of Florida downtowns.&quot; <\/p>\n<p>Around the corner at Sumo\'s Thai restaurant on Twiggs, Lawrence Storer closes at 7 p.m. In the nearly four years he has been in business, he\'s relied on the lunch crowd to keep the restaurant going. But he\'s closely watching the residential development. <\/p>\n<p>&quot;It\'s what I\'ve been waiting for,&quot; Storer said. &quot;When the boom starts, I\'ll be ready.&quot;<\/p>\n<p>Five years from now, downtown Tampa will look vastly different, Burdick said.<\/p>\n<p>&quot;There will be a number of residential buildings, some high-rise, some low-rise, so it will be an eclectic neighborhood architecturally,&quot; she said.<\/p>\n<p>She envisions restaurants, bookstores, hair salons and art galleries - &quot;things that a residential neighborhood needs.&quot; <\/p>\n<p>The tower slated for the TECO parking garage site includes 12,000 square feet of retail space. The Castro family established the &lt;strong&gt;Spain Restaurant&lt;\/strong&gt; there in 1980. What started as a small mom-and-pop operation has grown into a full-blown urban hotspot that\'s packed with Spanish flavor. Spain mixes a little bit of old, with a little bit of new, bringing traditional recipes from the seafood-influenced Galicia region and other areas of Spain and adding the sounds of Flamenco guitar to an ultra-modern, white curtained and stainless steel-accented interior. &lt;br \/&gt;\n  &lt;br \/&gt;\n  On the last Saturday of each month, Spain presents two Flamenco show times with both music and dancing. Although the restaurant is small, the setup makes for an ideal group setting. Sit back and enjoy the Spanish traditions of good food, good company and good music. Ole!&lt;br \/&gt;\n  &lt;br \/&gt;\n  &lt;strong&gt;Real Spanish food from real Spaniards:&lt;\/strong&gt; Spaniards sure love to eat, which is probably why the Spain Restaurant serves breakfast, lunch and dinner. &amp;quot;&lt;strong&gt;Café con Leche&lt;\/strong&gt;&amp;quot; (coffee with milk) and &amp;quot;&lt;strong&gt;Tortilla Espańola&lt;\/strong&gt;&amp;quot; (Spanish potato omelet) in the morning, &amp;quot;&lt;strong&gt;Palomillo&lt;\/strong&gt;&amp;quot; steak sandwiches and seafood &amp;quot;&lt;strong&gt;Paella&lt;\/strong&gt;&amp;quot; in the afternoon, and hot and cold &amp;quot;&lt;strong&gt;Tapas&lt;\/strong&gt;&amp;quot; (small plates) and &amp;quot;&lt;strong&gt;Bebidas&lt;\/strong&gt;&amp;quot; (drinks) at night, Spain has something for everyone, and at surprisingly reasonable prices at that, considering the setting and amount of food served. Spain is open for breakfast and lunch Monday; breakfast, lunch and dinner Tuesday through Friday; dinner only Saturday; and closed Sunday.&lt;br \/&gt;\n  &lt;br \/&gt;\n  &lt;strong&gt;When in Spain.&lt;\/strong&gt;.. The more, the merrier is the idea here. Long tables, sharable plates of food and pitchers of homemade sangria lend Spain to be an enjoyable group atmosphere. The try-something-different appeal makes the restaurant and Toma bar a nice alternative to typical neighborhood bars, although the dress code tends to fall a little more on the dressier side. Opt for jeans and a button-down rather than shorts and a t-shirt if you want to fit in with the crowd.&lt;br \/&gt;\n  &lt;br \/&gt;\n  Just because Spain is a group-pleaser in no way means that it lacks date appeal. There are also smaller tables on the edges of the restaurant that are perfect for two or four. &lt;br \/&gt;\n  &lt;br \/&gt;\n  &lt;strong&gt;Plenty to go around:&lt;\/strong&gt; In addition to the &amp;quot;Raciones&amp;quot; (entrees) such as traditional &amp;quot;&lt;strong&gt;Paella&lt;\/strong&gt;&amp;quot; (rice served with seafood, chicken and chorizo ham), &amp;quot;&lt;strong&gt;Filete de Res&lt;\/strong&gt;&amp;quot; (beef tenderloins with onions, mushrooms and sherry wine), or &amp;quot;&lt;strong&gt;Grouper al Limon&lt;\/strong&gt;&amp;quot; (stuffed with crab meat and served in a lemon sauce). No worries if you run out. Since they are small plates, you can always order more throughout the meal and it will be out in no time. &lt;br \/&gt;\n  &lt;br \/&gt;\n  &lt;strong&gt;Save some room for dulces (sweets):&lt;\/strong&gt; No Spanish meal is complete without &amp;quot;dulces&amp;quot; and &amp;quot;café.&amp;quot;  Spain offers typical Spanish &amp;quot;postres&amp;quot; (desserts) such as &amp;quot;&lt;strong&gt;Flan&lt;\/strong&gt;&amp;quot; (Spanish custard) and &amp;quot;&lt;strong&gt;Chocolate con Churros&lt;\/strong&gt;&amp;quot; (fried dough coated in sugar, served with a rich chocolate sauce for dipping). Domestic and imported wine and beer are also available, as well as cocktails at this full liquor bar. &lt;br \/&gt;\n  &lt;br \/&gt;\n  &lt;strong&gt;Maria, Maria:&lt;\/strong&gt; The Spain restaurant, owned by Maria Castro, features Flamenco music every Friday and Saturday night and a live Flamenco show with music and dancing on the last Saturday night of each month. Javier Hinojosa plays the Flamenco Guitar and Maria Sevilla dances Flamenco, sometimes appearing with other local dancers.
